Neel Chopra is Head of Legal for the Americas at Binance.com, the largest digital asset trading platform in the world. Prior to Binance, Mr. Chopra served as a senior enforcement official at the Commodity Futures Trading Commission (CFTC), where he supervised task forces focused on preventing fraud, market abuse, corruption, and money laundering in relation to digital assets and derivatives markets. He also oversaw the CFTC’s parallel criminal enforcement program with the Department of Justice, and major aspects of the CFTC’s market surveillance unit and whistleblower program. Earlier in his career, Mr. Chopra defended clients in white-collar criminal and regulatory enforcement matters at an elite litigation boutique in New York, and served as a law clerk to United States Circuit Judge John M. Walker Jr. of the Second Circuit Court of Appeals, and, before that, to United States District Judge Leonard B. Sand of the Southern District of New York. Mr. Chopra is a graduate of the University of Wisconsin and New York University School of Law.
